"The cultural landscape — the foundation of our city — is more endangered than ever. Certain economic sectors, such as hairdressing salons and shops, are allowed to operate subject to pandemic containment measures. However, alternative models for reactivating the city’s cultural life remain largely unconsidered on the part of politicians. Those working in the arts and cultural scene continue to fear for their very existence. Culture is so much more than just an economic factor. This goes beyond even the financial fates of individually affected artists. Art is a means of reflection and shapes creative discourse which can help the individual to position themselves in the midst of society. Times of crisis demand new forms of togetherness, as people are exposed to unprecedented conditions. It is all the more important to maintain culture as a moral and reflective medium — culture can show us a way through the mental weight of the pandemic, and can help us process this strange period in our history. Even though it was proven through numerous test events last year that corona-compliant hygiene concepts and responsible behaviour are possible in the context of open air events, these functional concepts are currently prohibited by the implementation of the ‘Infection Protection Act’. These and other legislative actions — where the dire situation of the creative scene is completely disregarded — do not comply with the results of the Society for Aerosol Research. This is clarified in its statement regarding the federal emergency brake, which points out that private meetings in closed areas are a primary source of new infections. With open-air events with controlled outdoor frameworks, preventative measures like rapid testing and hygiene concepts can balance against the inherent risk factors. At the same time, these events would create income and effective alternatives for the struggling cultural industry. Therefore, we call for the revitalisation of cultural life through: The release of public space for open-air cultural events. The establishment of clear health concepts to ensure pandemic-compatible event formats. Because, to put it in the wording of our very own chancellor, "Cultural events are of the utmost importance to our lives. We recognise the seriousness of COVID and consider the protective measures to be important and largely reasonable.
