Mushikiwabo received on Wednesday the backing of France to head the association. The gesture, made during Kagame's first visit to Paris since 2011, is a sign of improving relations between the two countries after decades of tensions over alleged French complicity in the 1994 genocide. But not everyone is convinced a Rwandan is the right candidate for the job of Secretary General of the “Francophonie", as RFI's Christina Okello explains.
