I think of it as developmental stages for activists. We have to allow space for people to start their radical path. I think this is why social justice isn't the majority move and activists stay over worked and taxed. We don't all have to be front line activists. We all have different talents that we bring to the revolution. also, direct actions and "being on the front line" is one, very specific way of being an activist, not the gold standard. I would argue that athletes put their bodies on the line too.
