This sonatina composed in the same year as Mozarts death is as charming as it is light-hearted and uplifting. My interpretation is to take the slow movement a notch faster and play more rubato. If played too slowly as an Andante it can sound rather lethargic; it's better simply to give the impression of Andante than actually play at that tempo.
