Creating a new crime of Controlled Substance Homicide. SB 648 states: A person commits the crime of controlled substances homicide if:
(a) The person unlawfully delivers a controlled substance in violation of ORS 475.752,475.810, 475.812, 475.820, 475.822, 475.830, 475.832, 475.850, 475.852, 475.870, 475.872, 475.880,475.882, 475.890, 475.892, 475.904 or 475.906;
(b) The controlled substance is subsequently used by the individual to whom the controlled substance was delivered; and
(c) The use of the controlled substance results in the death of the individual.
Controlled substance homicide would come with a sentenced up to 10 Years in Prison and fined $250K

Establishes People's Housing Assistance Fund Demonstration Program, administered by Department of Human Services, to provide 12 monthly payments of $1,000 to individuals who are experiencing homelessness, are at risk of homelessness, are severely rent burdened or earn at or below 60 percent of area median income. Sunsets January 2, 2026. Requires Portland State University Homelessness Research and Action Collaborative to study long-term cash assistance programs and to report findings to interim committee of Legislative Assembly no later than September 15, 2024. Requires department to submit legislative concept for long-term cash assistance program to interim committees of Legislative Assembly no later than December 1, 2024, for introduction in 2025 regular session of Legislative Assembly. Declares emergency, effective on passage
SB 579 convicted felons that are currently incarcerated to register and to vote. My two cents on this is that if you have gone so far as to violate another persons freedom, should you not have some consequences?
I believe once you have paid your debt to society, you need to have your rights restored. But not while you are in jail still paying that debt.
Thursday March 9th this bill has a work session. Reach out to all the members on the Senate Judiciary Committee and ask them to vote NO on this bill. Stop it where it sits.
